Cannes is considered as the king of film entertainment, because it attracts thousands of prominent actors, starlets and amateurs, and directors and film-makers from around the globe. In the 1930's, French Minister of National Education Jean Zay, decided to form a worldwide cinematographic fest in Cannes, because the fascist administrations of Italy and Germany interfered in selecting the motion picture entries for the Mostra de Venise. Zay considered such move as a disgrace and a form of corruption in the motion picture industry.
